Brilliant! I'd love to buy this as a poster. Great job, Bill!

Love that Commissioner Gordon and Two-Face are pointing guns at each other and Poison Ivy is drinking a martini!

Extreme Nit Picking : A smidge of background color added between Batgirl's left hand and her right elbow would visually help. Her motorcycle's cowling is a little awkward; the front tire is too high maybe?

GTA Gotham would be pretty boss.
You play as a good for nothing petty theft and through the game you move up. Face off against super villains and help some them on your way. By the end of the game you are public enemy #1 and #1 on Batman's shit list.
Final boss battle is a city wide battle with Batman.
You lose of course because he's the Goddamn Batman but you leave Gotham scarred.
